is it legal for someone to post court transcripts on a forum such as facebook?

It would largely depend on matters such as whether or not the Court had made an order prohibiting publication in whole or in part; whether or not the part posted is a transcript of things that happened in open court or not, and other considerations. One consideration would be the reason for the posting. Another would be whether or not the proceedings were criminal or civil proceedings. Family law cases sometimes are treated differently than criminal cases or other civil cases. Transcripts of examinations for discovery are often thought of as court transcripts, but it is rarely, if ever, permissible for them to be used outside the courtroom. For an answer about a specific posting, you would have to research the particular court case and the the law relating to the circumstances.
