when both parents have custody of the kids and the kids spend 18 days with the other parent can the parent who pays child support only pay half of the support for that month

Assuming there an Order for child support in place, the answer is no. If you want to take advantage of the "40%" rule, you have to apply to the Court for a variation of the existing support order.
