Legal Question in Family Law in Canada

RE-my chilren-isn't it a parents responsibility to keep their kids safe?

I have sent a question titeled''my children'' - We do have joint custody and there's alot more to the storey.My ex has the children every second weekend from fri.6pm to sun.6pm.My kids recently came home and told me that daddy didn't put them in car seats.(his girlfriend has 4 children as well) so there are 7 kids and only 6 seats in their vehicle.we both agreed that he may have the kids for some extra time during christmas but that he's to stay here at his parents and not drive anywhere.He did end up taking off with them to Vancouver and I phoned the police.They told me to go get them so I was on the next ferry.The police then met me at teh residence except my ex gave me a wrong address! for 5 days I didn't know where my kids were or if they were safe! The police tryed many times to contact him but he never answered and eventually turned his phone off. I believe that I should have some right as far as the grandparents are concerned.I won't keep my kids from them but I want it to be an acceptable living environment.I've had to take my daughter to the hospital because she drank alot of bleach that was laying around.other concern is they have their other son living there with HIV and he's in and out of jail-always drunk/drugs
