We need much more detail to answer completely, but in general terms it is possible to obtain an order from the court allowing you to travel with your children. The court can order him to sign the visa application, as well as other things. It is probably more complex than you can do yourself; you should contact a lawyer immediately as you do not have a great deal of time. You do not need to have a lawyer in your own city, but it will lilely be less costly if you do.
