Can I file a civil suit against the US military

I live and work in Korea. Along with the US military. My friend, a woman, was recently assaulted and nearly raped by a military soldier AFTER curfew, and OFF base. The case is being processed criminally, having caught the soldier. Can she sue the military/ the individual for emotional and physical damages? Please bear in mind that the military in Korea falls under the SOFA agreement, which does protect them in some instances from Korean law.
