I have POA on my mothers affairs can I change the beneficiary from a non family memer to my brother, my mother has agreed to this verbally

We presume you mean change the beneficiary in her Last Will & Testament.
No you can not change her will. If your mother wants to change anything, then she has to do it herself with all the proper formalities. You changing anything could even be viewed as attempted fraud.
