Importing From China
To whom it may concern,
We are a small american company sepcializing in manufacturing golf balls that own patents.
We are thinking about importing gold balls from China.
Our question is: What are the fundamental issues we should address in the contract?

I am not clear of your question. Do you mean you own patent rights to a golf ball that you wish to have manufactured in China, and you are asking what clauses you should put in the manufacturing agreement with the Chinese manufacturer?
You need to express what the situation is and what is your question more clearly.
