Legal Question in International Law in China
Is it legal and ethical under Chinese law for a foreigner visiting China to use VPN software to route web traffic around Chinese internet censorship firewalls so that I can access websites which are otherwise blocked in China.

To the best of my knowledge acquired through second hand sources (Chinese lawyers in my firm) it is not legal to circumnavigate any firewall set up by the Chinese government when in China.
Whether it is ethical or not is perhaps a question best left to your own conscience.
I would add that in two years in China I never heard of an enforcement, civil or criminal, against any foreigner using a VPN.
