post dissolution of marriage enforcement

I have been divorce from my ex-spouse since 1989. We have one child whom recently turned 18 yrs old. In 1995 she filed a motion to remove minor child. We filed a stipulation that requires visitation with myself every summer for the entire summer. She recently stated that my daughter would not be visiting this summer. My daughter is not emancipated and has one year of high school remaining. My daughter desires to return to Colorado for the summer visitation. I need to know whether or not the Stipulation continues to be enforceable and how to go about enforcing it. Jurisdiction remains in Colorad.

The stipulation is enforceable. File a motion for contempt.
