Attorney General repeatedly receiving extensions in appellate case

My husband has a very strong case for his appeal, but the Attorney General has been granted 3 3-month extensions so far, with no end in sight. They were originally supposed to answer in July of 2007 but the last extension moved it back to March of 2008. I have no reason to believe that they won't continue asking for extensions and receiving them.

Does an appellate attorney have any recourse for excessive delays from the Attorney General? Our attorney told me that he is not informed of motions to delay until after they've already been granted by a judge.

Is there a legal limit as to how many times the Attorney General can ask for time extensions in an appellate case?

no limit in law, but there is in equity. further, ask your lawyer.
