What are the laws concerning running an on line contest of skill where there is an entry fee?

There are potentially any number of state and federal laws that are at issue. You first need to make sure that the promotion is not an illegal lottery. If this is a contest it must be structured perfectly to apply. If it is online, then you have privacy issues, terms of use, possible Children's Online Privacy Protection Act issues. If this contest results in a tie how that is resolved must not involve "chance". Their must be reasonable and appropriate judging criteria depending on the contest. These are just some of the considerations.
