They are the rules for contesting a civil case. They are complicated and change frequently, and differ slightly (and sometimes not-so-slightly) from jurisdiction to jurisdiction, and even from court to court within a jurisdiction.
Except for small claims actions, you probably ought not to attempt a civil case without a lawyer you can later blame for screwing up these very complex rules.
