Landlord rights
Can a landlord shut water off if tennant has not paid anything and the utility is in the landlords name. Landlord is trying to evict tennant.

No, and as pretty as it is to think so, you can't starve them out or burn them out, either.
Go to the court, get an order, and throw them out the proper way; you'll sleep better knowing you haven't personally caused a child, or any human being, to go to bed dirty and thirsty.
