neighbors keep calling city

my girlfriend and I have been living in our rent to ownhome for about a year and a half now,... our neighbors has never said a word,we had a huskie who is known tobe a lil devious and would dump over his water and food they would look over our fence to see what he was doing,...they called animal control after he was gone'' ran away'' and we got a ticket. and then after the recent snow storm ,we left out of town for a couple weeks,.we started shoveling but both of us being women we can't break up 4inches of ice in 2 days ,and here recently we got a notice that if we didnt get it up well be fined,right along with our garbage cans which are frozen on the sidewalk,....we use ice & snow remover,...and the neighbors call the city for everything for us to get sited and instead of knocking before they call the police...they call the police and then come and knock and say we called the police because your dog is hungry,not knowing he got fed 3x a day,....and the snow our neighbor has a bobcat who went and shoveled all the snow off the entire block except ours ,he even put the snow in a pile on there lawn ,...but yet were gonna be fined.and we've tried being polite but now were out of options.its like there constantly in our house and yard
