The rights of the owner of a gifted car
My father gifted me a car for my 16th birthday. As of now i am 20 years old and plan on moving to Arizona. My father doesn't agree with me and plans on taking the car back in order to make it as hard as possible for me. Me and my father are both on the registration, and insurance, and i have been the sole driver for 4 years, can he do this?

A gift, once given, can never be taken back. Period. Proof of the gift in your case could be difficult, since your father is also on the title.
He is not authorized to retake the car according to your post, and neither of you can sell it without the signature of the other.
