What is the step by step procedure for being arrested?

When are the police officers suppose to read the Miranda Rights to the person being arrested? At what point during the processing, is the arrested person to know what the charges are? I would like to know the step by step process from both the police side and the felon side. What is suppose to be done, who is suppose to do it, when is the correct time to do it, and all other legallities related?

The so-called Miranda warnings must be given at such time as (1) the person in custody becomes suspect of a particualr crime, and (2) when law enforcement determines to question a suspect and that person may incriminate him/herself. If there is no questioning, Miranda warnings are not required.
