Legal Question in Credit and Debt Law in Colorado
I own a business. We have a judgement in our favor for some money owed to us ($16,000 incl. interest). We also have an arrest warrant out for the business owner who owes us the money. I have been told we have to wait for him to be pulled over to serve the warrant since it is in civil court. Is there anything we can do at this point to get this served faster?

This is not technically service. It is a warrant and that warrant would show up once the officer checks that persons record during a traffic stop or something similar. So the general answer is that no there is no other way for this to be done.
You main effort should be to use all collection resources available as the warrant has nothing to do with collection. As for self-help resources, the Colorado judicial branch website has a good general discussion of several ways to collect on the judgment here http://www.courts.state.co.us/Self_Help/Forms/PDF/jdf82.pdf. Also review their other forms on that site. This discussion is not the only means to try to collect and you should contact an attorney to discuss other ideas.
Good luck with the collection.
