Serving a Summons

Are there any rules or guidelines for serving a summons to a debtor? Does the summons have to be PERSONALLY delivered to the hands of the person named in the summons? And if it is given to an underaged minor, is that considered legal?

There are very specific rules regarding service. If you don't follow them then your claim will be dismissed. Read the Rules of Civil Procedure, Colorado Rule 4.

Bascially you must hire someone to serve the debtor personally.
