Legal Question in Criminal Law in Colorado
I am 21 years old and was recently charged with a under age drinking ticket. They did not give me a blood test nor breath test can I still be charged for an under age ticket once I've become legal age to consume alcohol?

If the incident occurred before you turned 21, then yes. Even if you turned 21 in the mean time.
If it occurred after you turned 21, then while the cops might charge you for it, the DA should dismiss.

The changing or your age from juvenile to adult does not prevent the police from charging you. Most offenses have a statute of limitations which require the police to charge an offense within a certain amount of time. From memory, a misdemeanor has a statute of limitations of 18 months.
