Legal Question in Criminal Law in Colorado
If someone is in an accident and there is an injured party, the vehicle is in the parents name are the parents held responsible for the debt if the driver was of legal age.

That is possible. Is there insurance on the car?
Minor drivers' parents often have to sign something indicating the minor has permission to drive and this could be a way to expand liability. If the driver did not have permission to use the car and the owner did not have knowledge of on-going use, then there may be a way to avoid liability. Talk to your insurance company.
