assualt on minor on school grounds

My friend is 16 and he was jumped by an 18 yr. old and a 17 yr. old on school grounds. The police and the school said that my friend cant press charges on either the ADULT or the other kid. My friend ended up with a severe concusion and quite a few kick marks on his back. The school wont allow his mother to see the tape of the fight. All they keep- saying is charges cant be pressed. Why? Can he charge the adult for assualt on a minor or anything close?

There's no special protection afforded a minor or an adult who commit a crime on school grounds. Tell your friend to report the assault to the city police or the county sheriff; if he's willing to, he should take his parents with him.
