Bank Robbery
Can Federal Court relinquish jurisdiction to the state the robbery was comminted in?

Yes. And vice-versa. One Sovereign may prosecute while another may not, or both may file similar charges. It is not double jeopardy because they are different governments with separate criminal codes.
