Legal Question in Criminal Law in Colorado
My boyfriend is currently serving a 2 year probation term in Michigan. He was sentenced in early April 2014 for contributing to minors and assault. The terms of probation included: $1300+ Fines, 10 Days Community Service, 6 weeks of a decision making class, progress on his GED, and random drug testing. He has paid all fines, completed all community service, one remaining week of the decision making class, is enrolled and attending GED prep classes, and has not failed 1 drug test out of the 30 or so he has taken. He recently asked his probation if he could temporarily travel to Colorado to attend a required orientation and required testing for a community college he wants to attend. They denied his request to travel even though it did not conflict with any of his responsibilities in Michigan. They will not give a reason why the request was denied. Is it right for a probation department to deny this type of travel? They want to rehabilitate people, but deny them an opportunity to enroll in a college?

You really need to ask a Michigan attorney.
But the short version is that yes, they can deny the opportunity to cross state borders.
"They want to rehabilitate people," -That is, as you are learning, not exactly true. You need an atty in MI.
