On the lake where I am summering, last week a boat guided by an ability impaired driver killed two young people and changed the driver's life forever.

How serious is that?

I would expect similar collateral consequences as a DUI in a car. With the number of people injured in these types of cases, I could see a judge putting someone in jail for a couple days. There would also be classes and probation and fines.
