counter charging
I have a friend that was charged with child abuse, wants to know if can counter change person that charged him/her with it, for they belive they are abuse and a unfit parent also?

Your friend, or rather the attorney for your friend, should bring any concerns to the attention of the district attorney. The DA files criminal charges, not individuals.
