Is this some sort of test, do you think laywers have nothing better to do or is it some intelectual exercise. You may have inadvertantly hit upon a problem that has existed for a few decades now: which is that most people, especially legislators and polititians can not tell the difference between crime and civil wrong, or tort. The question is the subject matter of two courses in law school: Criminal law and torts. Essentually, the difference is in intent.
