Legal Question in Criminal Law in Colorado

A small ticket item under $10 was taken from a retailer. The burglar left the establishment unaware of being detected. One month later the thief got a bill in the mail for the stolen item, with a small additional charge that read, EOM: billing charge $2.25 I'm not sure what EOM is. Should the bill be just paid or will admitting guilt bring about further complicated problems. Thank you
