You need to go to the district court in the district in which you were arrested, or where the criminal records you�re talking about are located (usually the same place). You can file a petition, for which there is a fairly hefty fee (I think it�s around $150, but ask the clerk of the court).

To be successful, you must not have been charged for the criminal offense for which you were arrested, or the case was completely dismissed, or you were acquitted at trial. You should know that any deferred judgment entered against you may also be sealed, assuming you successfully complete the terms of the judgment, because that judgment is then entered as a dismissal.

When you say, "or expunged," I wonder whether you're talking about a juvenile delinquent record, which is noncriminal. If so, you would file a petition to expunge in the juvenile court where your case was heard. There is no filing fee.
