Legal Question in Criminal Law in Colorado
detectives are telling me they will chasrge me with withholding evidence if i dont tell them a persons number and adress. can they do that and whats the penalty

Tell them to ask your attorney. The moment the threatened criminal prosecution, they kind of shot themselves in the foot. That absolutely entitled you to Constitutional protection. Call an attorney, sooner rather than later. Let the attorney deal with them.
But to answer your exact question, yes, they can threaten that. That doesn't mean they can make it stick.
