How can a defendant have a prelim hearing and a disp hearing all before their first meeting with their Public Defender?

The PDs typically meet at least one day prior to the PH, but if client does not cooperate, then nothing the PD can do. Sometimes there are other reasons for the lack of a meeting. PH is not the most important hearing in a case, but it is important.
