PC is not very defineable. But, a reasonable person in the officers shoes would reasonably believe that ______.

You say entry without a warrant and that sounds like a home invasion. If so, the cops need to have more than probable cause. There are very limited circumstances where an officer can enter a home without a warrant. The one most cited is consent. But, if the office suspects a misdemeanor is occurring, then it is unlikely that they can enter without a warrant.
