Felon hunting rights
If you have a felony conviction the Federal law says you can hunt with a bow or black powder that is not easily converted into a centerfire (switch barrel). Does state law take precednece? If so, what western states allow a felon to hunt with a primitive weapon?

Federal law trumps state law.
