felony?
If a person trys to commit suicide, and servives, in a manor that does not harm another person or persons property are they considered to be a felon?

Usually not. Although suicide is technically illegal in many states, prosecution for attempts is very rarely instituted. Usually psychological help is called for and, while that may come through the criminal justice system, it is not a felony conviction. People need help, not more hurt. There can never be a felony conviction without formal charges being filed and a judgment entered in the case. Whomever you are concerned about needs help, and is highly unlikely to get into criminal trouble given the facts you provided.
