File a restraining order on a minor?

Can you file a restraining order on a minor? My daughter is 14 and is being harrassed by a 17 year old boy with verbal threats to her, threating to kill her boyfriend being the most serious issues causing her to be scared. In addition this kid always prank calls her, sends her nasty messages on the internet and overall is being a pain because she wouldnt ''date'' him a year ago. Normal action would be to talk to the parents but I found out he has been in and out of families and has been expelled from 2 schools. What's the best course of action? What's the legal way to deal with this?

You can petition for a restraining order against any person 10 years of age or older. You don't mention whether you have contacted the police. If you haven't, you should. A threat to kill someone is best not ignored.
