Is voice analyis preformed by a licensed forensic audioligist admissiable in Jefferson County?

For what purpose in what type of case? It may be admissible in a civil action for some purposes, but is not admissible in a criminal action to prove guilt.
The art and science of forensic audiology is not accepted by the criminal justice system for essentially the same reasons that the polygraph is not universally accepted in criminal cases in the US.
