what can i do if someone is harassing my wife and refuses to stop?

You can get your wife to file a report with the police against this person for harassing her.
You can also apply to the Court for a Protection Order ot at the minimum a No contact order. If granted by the Court and if this person violates the protection order the police can be called and he or she will be arrested and charged with a crime of violation of a court order or protection order.
