how would i ask a judge for a pr bond

It depends if you are in custody or out. But the short answer is just ask.
If out, you don't need it; you're already out.
If in, ask to be screened; if you qualify, the screener will recommend it. If you fall outside of the categories where you can qualify for a PR bond, they will refuse to screen you.
