Jurisdiction of Crime
If an American perpetrator commited a crime against an American victim in an foreign country and the foreign country would not prosecute the perpetrator, could American courts prosecute the perpetrator because the victim was American?

Governments operate under the power to punish people for offenses which occurred within their boundaries. If any offense was committed within the bounaries of any state (or the United States), that can be punished. Offenses occurring outside their boundaries are outside their jurisdiction.
