What kind of trouble would a minor get in for starting a small fire on public property, if it was just wood they where burning and it caused no damage?

It depends on where the fire was, what jurisdiction it falls under, and if there were fire bans in place at the time. In other words, the potential ranges from hardly any at all to very serious.
