The law in California is designed to assist the police in making arrests. A large number of crimes may be considered either a felony or a misdemeanor (a wobbler). That way the police have broader arrest powers (arresting as a felony), and the D. A. then may look at the matter and decide on various factors to either file the criminal charge as a felony or misdemeanor.
You're asking bme to second guess the D. A. without seeing the juvenile's prior offenses, the amount and value of the stolen property, etc. I'm not going to waste your time reading my guesses.
