Legal Question in Criminal Law in Colorado

I�m in an ongoing discussion about the Catholic clergy sex scandals. I�d like to suggest that if a priest is truly sorry for his crimes committed decades ago, he should be willing to pay his debt to society (in addition to the civil compensation already paid by the church) by having himself arrested, making a full confession and insisting that he be convicted and receive a full and just punishment.

How would the statute of limitations affect this scenario? Can someone waive their own protection? If not, is there any way around it?

Colorado changed the statute of limitations and likely there is no SOL for this crime.
