can i request the court to place me with a different parole officer

If you need a different parole officer because you are moving (and the court allows transfer) you will get a different parole officer. If you have personal difficulty with a parole officer, you will not be able to change.

Certainly you can ask the court (and the parole officer's supervisor, first), but you'll need some concrete evidence that this particular officer is behaving toward you in some way that unfairly and impermissibly disadvantages you. It can't be just that you think the officer doesn't like you, or you don't like the officer.
It also can't be. as your subject title would seem to indicate, that you think this officer is about to allege a parole violation.
