If a petty crime was commited and restitution paid, can one still be convicted with the crime?

Yes. Payment of restitution does not negate the crime. If you plead or are found guilty you will have to pay restitution as part of the sentence. A judge even cannot excuse or omit to order.
Restitution is only a consequence of is independent of the crime.
