My husband, who is in Colorado jail, has not heard from his Public Defender after calling him and writing to him, what can he or I do?

You may have him write to the judge of the case to complain. But, beware, anything he writes to the judge also goes to the DA and PD. He can ask for a conflict hearing - the conflict is that the attorney is ineffective based on lack of communication.
PDs are very busy, but also usually on top of the case just not visiting much, so he should really try to contact the specific PD and PD office head first.
