probation revocation due to harassment charge

If the victim to a harassment charge cannot be located and therefore does not appear in court, can the defendant still be convicted of harassment?

Generally no, as long as there are no other witnesses who saw (or heard) the event. The cops are witnesses and can testify to things they SAW. Object on hearsay/confrontation grounds if they try to intro any statements.
