Can a police officer privatly record a conversation and use the conversation against the person in a prosecution?

Basically, yes. If you are concerned that you may be charged with a crime, you should refuse to talk with the police, request a lawyer, and not say anything to the police without a lawyer's advice.
Even if the police officer is not recording it electronically, he can testify to the contents of the conversation and it is not hearsay. In many ways it is much better for the conversation to be recorded because there is evidence of exactly what was said.
