We are being charged expense at high cost to replace windows that will never be replaced. Is there a way to pay just cost of wood sealing windows and labor and how do I do that?

Re: restitution
Restitution is intended to pay the victim for the value of what was lost. There is no requirement to spend the money in any particular way. Although you might be able to file a motion to revisit the cost of restitution, I wouldn't hold too much hope for any change.
