Legal Question in Criminal Law in Colorado

I keep getting a run around from the State of Virginia regarding my criminal record. In 2003 I was arrested in Virginia for a warrant out of Georgia for bad checks. I was deployed for nearly all of 2003 with the Navy overseas. This didn't matter to the Suffolk Virginia police. I was held without bail for 5 weeks in jail in Virginia until Georgia state police came to pick me up. Upon arrival to Georgia I was given a $25000 bond. I made bond and got an attorney. Turns out that my ex-girlfriend had used an old account that I had closed over a year prior. I had proof that I was out of the country and had no knowledge of her activity. I hadn't spoken to her in over 18 months. Georgia dismissed the case against me and never gave me back any of my bond money or apology for locking me up for 5 weeks. Now I finish serving 22 year I apply for federal employment and have a backround check done and Virginia and Georgia still appear on my record.. Virginia says I can't have it expunged and Georgia says that a dismissal can't be expunged. Is there anyway to have it taken off? Feel like I am a victim again.

It depends on the law in Georgia and Virginia. You need to ask counsel in those states.
