Sex Offender Treatment Program

How can someone who has not been convicted of a sex offense be forced into the Sex Offender Treatment Program (SOTP) by DOC and forced to sign an admission of guilt statement in order to be able to participate in the program?

By signing such a statement is he opening himself up for more charges or could it force him into registering under Megan's Law?

Further once one is in the program I understand that polygraphs and evaulations follow in Phase 2 or 3.. can you be forced into a poly? If you are and it turns out you lied when you signed the admission statement could there be reprecussions??

Despite a lack of judicial finding (conviction of SO), the DOC can make certain findings for administrative purposes only. When it comes to the rules and statutes concerning the SOTP and Sex Offense Management Board (SOMB)

, there are no easy answers. I may understand it one week for one defendant, but it is different for the next. That, and no one will pay for any of us to fully investigate it for EVERY fact pattern for EVERY charge on EVERY day.
