Sexual contact in a penal institution
Can a person be convicted on a felony 5 charge of sexual contact in a penal institution from a relationship with an inmate on phone calls and letters talking about what you would like to do to each other sexually?

A violation of a statute prohibiting sexual contact in a penal institution would have to necessarily involve more than mere telephone conversations or letters.
